Nonpublic Special Education School Renovation Program
Established during the 2026 legislative session, Ch. 768 (HB854) is intended to provide grants to qualifying nonpublic special education schools in Maryland for:
- renovations and improvements to classrooms and school facilities;
- upgrades to residential cottages on school grounds that will improve student treatment and safety;
- health, safety, and accessibility improvements;
- infrastructure modernization and technology upgrades; and
- new construction necessary to comply with standards set by the Maryland State Department of Education (MSDE).
The bill states a legislative intent that the Governor include at least $5,000,000 for the program in the annual capital budget bill. No appropriations were included for FY 2027.
The IAC will publish procedures for the program in 2027 and distribute them to qualifying Nonpublic Special Education Schools.
Nonpublic Special Education Schools may qualify for construction funding via the Nonpublic Aging Schools Program (NASP) in FY 2027. For questions about NASP, please contact Myron Mason, MSDE Office of School Facilities at myron.mason@maryland.gov.
