Designees to the IAC
The IAC Designees include three staff members from the Maryland Department of Planning, Maryland Department of General Services, and Maryland State Department of Education. Additional staff for each agency are listed below.
JILLIAN STORMS
OFFICE OF SCHOOL FACILITIES
Jillian Storms, AIA, is a licensed architect in the State of Maryland and serves as the Maryland State Department of Education’s Executive Director of the Office of School Facilities. She has been with the department for over 18 years and also serves as the department’s designee on the Interagency Commission on School Construction (IAC).
CRAIG CURTIS
DEPartment OF GENERAL SERVICES
Craig Curtis serves the Maryland Department of General Services as a Program Manager. In this position, he serves as the department’s designee on the Interagency Commission on School Construction (IAC), working closely with IAC member Secretary Churchill. Craig provides great assistance to both the IAC and the Facilities Planning, Design, and Construction division at DGS.
JILL LEMKE
DEPARTMENT OF PLANNING
Jill Lemke, Manager of Infrastructure and Development at the Maryland Department of Planning (MDP), is serving as MDP’s designee on the Interagency Commission on School Construction (IAC), as well as being responsible for guiding planning initiatives related to public facilities, transportation, energy, climate adaptation and community revitalization. She has 30+ years of experience in state and local government. Throughout her career Ms. Lemke has specialized in community planning, public engagement, economic development, public policy, transportation and working waterfronts.
Maryland State Department of Education, Office of School Facilities Staff
The Office of School Facilities (OSF), previously referred to as the School Facilities Branch (SFB), reviews educational specifications, feasibility studies, and schematic designs for all major school construction projects, and also reviews design development and construction document submissions for locally funded projects. In addition, the OSF maintains guidelines for aspects of school facility design and coordinates with education and student services content specialists within the Maryland State Department of Education (MSDE).

SEMAJ TUCKER

Semaj Tucker, AIA, is a licensed Architect in the State of Maryland and serves as the School Facilities Architect Supervisor. In this position, Semaj supervises the activities of the School Facilities Architects in the OSF, provides guidance in the conduct of the architects’ design reviews and assists in the development of facilities guidelines. In addition, he provides technical assistance to other divisions of MSDE, member agencies of the Interagency Commission on School Construction, other State agencies, and State and local leadership as needed.
NEIL JOSHI
SCHOOL FACILITIES ARCHITECT
Neil Joshi serves as an MSDE Office of School Facilities Architect and is a licensed architect in the State of Maryland. In this position, Neil heads LEA assignments in Anne Arundel, Caroline, Frederick, Harford, and Howard counties, and serves as a liaison between the Maryland OSF and the Interagency Commission on School Construction (IAC).
MARTY LUBIN
SCHOOL FACILITIES ARCHITECT
Marty Lubin is a licensed architect in the State of Maryland with over 40 years of professional experience. He serves as a Staff Architect in the MSDE Office of School Facilities and oversees LEA assignments in Baltimore City and Prince George’s County. He also serves as a liaison between the MSDE Office of School Facilities and the IAC.
JO ANNE MURRAY
SCHOOL FACILITIES ARCHITECT
Jo Anne Murray serves as an MSDE Office of School Facilities Architect and is a licensed architect in the State of Maryland. In this position, Jo Anne heads LEA assignments in Montgomery, St. Mary’s, Allegany, Washington and most of the Eastern Shore counties and serves as a liaison between the Maryland OSF and the Interagency Commission on School Construction (IAC).
MYRON MASON
PROGRAM OFFICER
Myron Mason serves as an administrative officer for the MSDE Office of School Facilities. In this position, Myron manages communications between the Office of School Facilities and the Interagency Commission on School Construction, and assists the architects as necessary in the OSF. He also manages the Project Status Report for the OSF and assists with the NASP/NPSI programs and status of relocatables.
MARIA PRAWIRODIHARDJO
SCHOOL FACILITIES ARCHITECT
Maria Prawirodihardjo serves as a School Facilities Architect with the MSDE’s Office of School Facilities. She is a licensed Architect in the State of Maryland and LEED AP BD+C certified. In this position, Maria heads LEA assignments in Baltimore, Calvert, Carroll, Cecil, Charles, Kent, and Queen Anne’s Counties and serves as a liaison between the OSF and the Interagency Commission on School Construction (IAC).
Maryland State Department of General Services Staff
The Department of General Services provides professional and technical services for the design and construction of State public improvements, including school construction. This includes the review of design development and construction documents, eligibility review, and technical advice to the IAC and LEAs.
