The CIP is the State’s largest school construction program, averaging at least $280 million per year in recent years. CIP funding can be used for major new, renewal, or replacement projects as well as for addition projects or capital maintenance projects (systemic renovations).Â
The CIP includes supplemental funding from the Significant Enrollment Growth and Relocatable Classroom (EGRC) Capital Grant Program.
The program is governed by Title 5, Subtitle 3 of the Education Article, Annotated Code of Maryland and regulations promulgated by the IAC in the Code of Maryland Regulations (COMAR).
1.Local Education Agencies (LEAs) identify & prioritize projects year round.
2.The IAC approves the procedures, schedule, and LEA allocations (the amount of funds anticipated for each LEA) for the next CIP cycle in July.
3. School boards approve projects based on local priorities and counties provide notification of support for the local share of some or all of the projects.
Application Submission & Preliminary Review
4.LEAs submit projects in priority order to the IAC by October.
5.IAC staff review projects for eligibility and assign a recommended status (approved/deferred/denied).
6.Awards are projected based upon total anticipated funding starting with each LEA’s highest eligible priority.
Status Reports & Award Phases
7.IAC staff issue project status reports to LEAs at the end of November, December, and January.
8. The IAC recommends awards of 90% of anticipated CIP funding to the General Assembly in February.
9.The IAC approves awards of 100% of available CIP funding in May.
