Capital Improvement Program

The Capital Improvement Program (CIP) is the State’s largest school construction grant program, averaging at least $280 million per year in recent years. The Program is governed by Title 5, Subtitle 3 of the Education Article, Annotated Code of Maryland and regulations promulgated by the Interagency Commission on School Construction in the Code of Maryland Regulations (COMAR). CIP funding can be used for major new, renewal, or replacement projects as well as for addition projects or capital maintenance projects (systemic renovations).

CIP Program Summary

The CIP Process

Allocation of funding for the Capital Improvement Program (CIP)
Local Education Agencies (LEAs) identify & prioritize project needs.
School boards then approve projects based on local project priority.
The County will provide notification of support for the local share of some or all of the submitted projects.

Local prioritized CIP projects are then submitted to the IAC.
Priorities are reviewed for eligibility by the IAC CIP team and assigned a recommended approval/deferral/denial status.
Allocations are projected based upon total anticipated funding in order of each LEAs highest eligible priority.

CIP Funding Phases

Staff recommendations for funding projections are submitted to the IAC.
75%
The 75% CIP allocations are released in December. 100% projections are provided.
90%
The IAC recommends allocation of 90% of the CIP to the General Assembly.
100%
The 100% CIP allocations are approved by the IAC after May 1st and released for expenditure on July 1st.
